Finally somebody is asking about the noNoise - I got the software some weeks ago - but it was not possible to try it without buying it first - so i said to myself - i ve got the restauration-bundle from waves and it works great - if noNoise cannot supply a version to try it - i will not buy it. And about the Cedar - thats a complete different ball-game. The Cedar can do things that are not possibal with noNoise or the restauration bundle - the question is if you need them. The Cedar is just great if you have original-dialogs with a lot of noise like traffic or awful noises from a swmming-pool (thats what i just had lately) - both software-bundles will not help you as much as the Cedar could (i do not own one - sorry - but worked at other studios a lot with it). But still the Cedar does not do what the mentioned software can do - having both would just be fine... I think the Cedar is really great for Post for film - not really for mastering or music-prod.
