DVD-RB Pro ISsue with bitrate & Size

Hi everyone. I am having this issuse for quiet a while now. Since verisons of 1.01+. When ever I attempted to re-encode a dvd (i.e., my harry potter dvd bought) dvd9 to dvd5, I get a low bitrate and a max size of 3.6GB. Look at this: Reduction Level for DVD-5: 54.0% - Overall Bitrate : 3,059/2,447Kbs - Space for Video : 3,500,206KB It's for all dvd9, not just a particular one. Please help me, I did check my settings and I am using it with CCE SP 2.70.2.6 trial ver. Thank you.

harry potter is like a 2 and a half hour movie did you remove all the extras and warning and useless audio?
